The Religious Deliberation (Musyawarah Keagamaan)* is the core activity of the Congress of Indonesian Women's Ulama (KUPI), both the first in Cirebon (April 2017) and the second in Jepara (November 2022). This is a logical consequence of KUPI's existence as an intellectual, cultural, social, and spiritual women's ulama movement.

As inheritors of the Prophet Muhammad SAW, ulama, both female and male, have the mandate and responsibility to realize the Islamic message of rahmatan lil alamin (blessing for all worlds) by adhering firmly to tawhid and the principal values of Islam, as well as being oriented towards the objectives of Islamic law (maqashid asy-syariah) and the welfare of humanity, including the weak (dhu'afa) and marginalized (mustadh'afin) groups who are often neglected.

This mandate and responsibility necessitate sensitivity in seeing, understanding, describing, and analyzing problems so that the religious views produced by the KUPI Religious Deliberation can be justified scientifically according to Islam, become solutions to real problems, become guidelines for religious behavior for Muslims that bring benefits, and become references for state policies in relevant matters.

The KUPI Religious Deliberation responds to issues of humanity, nationality, and the universe, especially those experienced by and/or directly impacting the lives of women, which are often legitimized by certain interpretations in the name of Islam. The issues responded to are massive and exist in both the cultural and structural spheres. After going through a series of tiered and participatory discussions, the 2nd KUPI Religious Deliberation decided on religious views and attitudes on the following five issues:

  1. Marginalization of Women in Guarding the NKRI from the Danger of Violence in the Name of Religion;
  2. Waste Management for Environmental Sustainability and Women's Safety;
  3. Protection of Women from the Danger of Forced Marriage;
  4. Protection of Women's Lives from the Danger of Pregnancy Resulting from Rape; and
  5. Protection of Women from Female Genital Mutilation/Cutting (FGM/C) that Endangers without Medical Reasons.

In discussing each theme, the KUPI Religious Deliberation has a unique perspective, namely: True Justice, Mubadalah (reciprocal understanding), and Ma'ruf (goodness). These three concepts are the current trinity of KUPI's perspective. It is certainly hoped that in the next KUPI, there will be other concepts that further strengthen the Islamic perspective that integrates the four visions of KUPI, namely the Islamic, Indonesian, humanitarian, and universal visions.
